ARTICLE ONE - ORGANIZATION  

 

Section  1:

ARTICLE TWO - GOALS AND OBJECTIVES

Promote and protect the mutual interests of all members of NSAD, and to provide a social outlet for deaf softball participants and their friends.

Develop participation in the sport of softball under regional and national organizations active in athletic competition and in recreational events by deaf persons. 
 
1.3 
Promote and maintain the mutual interest of deaf people in the United States of America in creditable and sportsmanlike participation in athletic competition and recreational events in the softball sport. 
 
1.4 
Stimulate healthful physical, moral, and cultural education for deaf softball enthusiasts in the United States of America.
 
Section  2:

Establish national goals for softball activities and encourage attainment of these goals.

3.1 
Encourage and support research, development and dissemination of information regarding deaf softball participants and softball programs.

Develop the health, character, patriotism and good citizenship of deaf youth in the United States of America by promoting and encouraging their physical fitness, moral and cultural education and public participation in softball activities.

Act as the parent organization of the development of regional and local softball organizations, these to be governed by the rules and regulations promulgated by NSAD.
 
Section  4:

Foster and regulate uniform rules of softball competition among NSAD member clubs, Regional Associations, and any other organizations for the deaf. 
 
4.2 
Promote annual regional and national tournaments in the softball sport under NSAD; regional athletic associations; and such other forms of softball competition as to warrant the interests of the deaf community in general. 
 
4.3
Improve and maintain the standards of deaf softball sport to the point where they can gain and hold respect in competition with hearing teams and individuals. 
 
 

ARTICLE FOUR - AMENDMENTS ARTICLE THREE - COMPLIANCE

Section  1:
IRS
1.1
This nonprofit organization has with tax exempt status under section 501(3) of the Internal Revenue Code.
Section  2:
AMENDMENTS TO THE CONSTITUTION 
 
2.1
All proposed changes to the Bylaws must be officially submitted in writing to the Deputy Commissioner by members no later than June 1st. 
 
2.2
Any proposal coming from the regional organization business meeting after August 1st shall automatically be referred to next year's Bylaws Committee. 
 
2.3
The Bylaws may be amended by a two-thirds (2/3) vote cast from all the members and recorded in the following Annual Softball Council Meeting for the record.
 

ARTICLE FIVE - EFFECTIVE DATE OF RULES AND REVISIONS 

 
Section  1:
The effective date of revisions for the Bylaws shall be October 1st after the formal ratification in the annual meeting of the Softball Council.
 
 

ARTICLE SIX - PARLIAMENTARY PROCEDURES

 
Section  1:
Any parliamentary procedures not covered specially by any NSAD rule shall be followed as per to the current edition of Robert's Rules of Order.
 

ARTICLE SEVEN - DISSOLUTION

 
Section  1:
DISSOLUTION 
 

1.1

In the event of dissolution, all tangible assets shall be sold and all monies after outstanding debts are paid, realized there from together with any other monies remaining shall be turned over to a currently affiliated region appointed by the NSAD Board of Directors to be held in trust against eventual revival of this or similar organization. A similar organization shall be eligible to receive these funds only after it has been in existence for a minimum of five (5) years. In no case shall the appointed region be liable for any debts of this organization.

ARTICLE ONE - MEMBERSHIP

Section  1    

TYPES OF MEMBERSHIP 

 

 

1.1

The types of memberships in NSAD shall be available to qualified regional member clubs, organizations, and individuals who apply through proper channels on a voluntary basis and who agree to comply with the NSAD Articles of Incorporation, Bylaws, Rules and Regulations and Policies. 

 

Section  2    

REGION MEMBERSHIP 

 

 

2.1       

The national territory of NSAD shall be divided into eight (8) regional members organizations, subject to change as the occasion may demand.  Each region shall be represented by the Regional Commissioner who shall serve as a member of NSAD Board of Directors and act as liaison officer between his/her region and NSAD.

 

 

2.2

The eight regions shall be constituted as follows:

 

 

2.2.1

CENTRAL: Ohio, Kentucky, Illinois, Indiana, Michigan, Wisconsin; and Pittsburg Association of the Deaf (2007 Dayton) 

2.2.2

EASTERN: New York, Delaware, New Jersey, Pennsylvania (except for Pittsburg Association of the Deaf) Maryland and District of Columbia (2007 Dayton)

2.2.3    

FARWEST: Arizona, Nevada with the exception of the environs of Reno, NV; Hawaii and Southern California.

2.2.4

MIDWEST: Missouri, Iowa, North Dakota, South Dakota, Minnesota, Kansas, Colorado, Wyoming and Nebraska.

2.2.5    

NEW ENGLAND: Maine, Vermont, New Hampshire, Massachusetts, Connecticut, and Rhode Island.

2.2.6    

NORTHWEST: Utah, Idaho, Washington, Montana, Oregon, Alaska, Fresno, Northern California, and the environs of Reno, NV. The boundary line between FAAD and NWAAD in California shall be the east-west line which forms the common southern boundary of the four (4) adjoining counties of Monterey, Kings, Tulare and Inyo. It shall be generally described as the County line, which lies approximately 14 miles south of the 36th parallel of north latitude.

2.2.7

SOUTHEAST: Virginia, Tennessee with the exception of the environs of Memphis, North Carolina, South Carolina, Georgia, and Florida

2.2.8    

SOUTHWEST: Texas, Louisiana, Mississippi, Arkansas, Oklahoma, and the environs of Memphis, TN.

2.2.9

FREE STATE: New Mexico, West Virginia and Alabama.

 

 

2.3       

Annual region membership dues of fifty dollars ($50.00) shall be paid to the NSAD Treasurer as designated by the regional association on or before July 1st annually.  

 

 

2.4       

Revisions to the region membership dues shall be determined by NSAD Board of Directors during Annual NSAD Board of Directors Council meeting, then ratified by a majority vote from the Annual Softball Council meeting 

 

 

2.5

Regional Secretary-Treasurers shall supply the NSAD Treasurer with the names, addresses, e-mail, fax and phone numbers of the newly elected Regional Officers by April 1st of the elections of the respective regions.

 

 

2.6       

Submission of Regional Reports shall be made by Regional Secretary-Treasurers to the NSAD Executive Board of their respective Regional Softball Council meetings at least 2 weeks prior to NSAD Softball Council meeting which is held at NSAD Softball Tournament city following their respective annual regional meetings.

 

Section  3

TEAM/Individual MEMBERSHIP

 

 

3.1

Annual team/individual membership flat rate of $100.00 (one hundred) as listed on the team’s roster shall be paid to the NSAD Treasurer as designated by the regional association on or before July 1st annually. (2007 Dayton)

3.2

Revisions to the team membership dues shall be determined by NSAD Softball Council during the Annual NSAD Softball Council meeting, then ratified by a majority vote from the respective regional association meetings.

3.3

Individuals seeking membership to NSAD shall agree to abide to the Articles of Incorporation; Bylaws; Rules and Regulations and Policies of NSAD, upon payment of membership dues as designated by this association. 


 

Section  1    

NSAD OFFICERS 

 

 

1.1       

The officers of NSAD shall be Commissioner, Deputy Commissioner, Treasurer, Softball Information Director and Tournament Director. (2007 Dayton)

 

 

1.2.1

The election and term of office shall be prescribed for elections of the NSAD officers to be a majority vote at the annual meeting of the Softball Council with terms for these officers for two years, commencing as of December 1st.

1.2.2

In order to be elected as a NSAD officer, that person must have at least 5 years service as a team member or umpire

 

 

1.3 The office of the NSAD Commissioner shall be limited to four (4) terms on the NSAD Executive Board. 

 

 

1.4       

Persons holding any NSAD office during his/her respective term shall be ineligible to serve as regional or national sports organization officers. 

   

1.5       

The NSAD Commissioner and the NSAD Softball Information Director shall receive six hundred dollars ($600.00) each as an annual expense allowance. The NSAD Deputy Commissioner shall receive four hundred dollars ($400.00) as an annual expense allowance. The NSAD Secretary-Treasurer shall receive one thousand dollars ($1,000.00) as an annual expense allowance. Tournament Director shall receive six hundred dollars ($600.00) as an annual expense allowance.

   

1.6       

The NSAD is authorized per diem expenses of twenty-five dollars ($25.00) per day in the USA and thirty-five ($35.00) per day outside of the USA to selected representatives for their attendance to meetings other than the NSAD Executive Board meetings.

   

1.7       

The lowest of either Air Fare or Automotive mileage at 35 cents per mile shall be reimbursed.

   

1.8

A NSAD officer will attend 4 regional tournaments each year and expenses will be covered by NSAD.

 

Section 2     

DUTIES OF NSAD OFFICERS 

 

 

2.1

The NSAD Commissioner shall: 

2.1.1

Presides at the Annual Executive Board, Board of Directors, and Softball Council meetings .

2.1.2

Supervise the business of the Executive Board. 

2.1.3    

Monitor and enforce the Constitution; Bylaws; Rules and Regulations; and Policies of NSAD. 

2.1.4    

Sign all vouchers for expenditures of the organizational funds. 

2.1.5    

Perform the duties of the Deputy Commissioner in the absence of the Deputy Commissioner. 

2.1.6

Appoint a recording secretary, who shall be compensated to keep accurate records of the Executive Board, Board of Directors and Softball Council meetings and all the business transacted by the said Board. (2007 Dayton)

   

2.2       

The Deputy Commissioner shall: 

2.2.1

Perform the duties of the NSAD Commissioner in the absence of the NSAD Commissioner. 

2.2.2

Interpret and revise the Bylaws; Rules and Regulations; and Policies as mandated by this organization Chairing the Law Committee. The Law committee meeting shall be held at any time and place with the approval of the NSAD Board .

2.2.3

Issue notice of all meetings of the Executive Board and Softball Council. (2007 Dayton)

2.2.4

Distribute copies of the proceedings of the Annual Softball Council meetings to all active (team/regional) members on file within 60 (sixty) days. (2007 Dayton)

2.2.5

Preside at the Coaches' Meetings a day before the first tournament game. 

2.2.6

Conduct all official correspondence. (2007 Dayton)

2.2.7    

Schedule the National Tournament Brackets with seeding drawings.

   

2.3

The Treasurer shall have the prescribed duties to: 

2.3.1    

Open and maintain bank account(s) in the name of this organization for all organization funds at a bank of his/her choice with approval of the Executive Board.

2.3.2    

Submit periodical financial reports to the Executive Board and Softball Council in their meetings. 

2.3.3

Submit NSAD Annual Financial Report to the Softball Information Director to be posted on NSAD Website by February 1st.

2.3.4

Collect all organizational membership dues and maintain a membership roster. 

2.3.5    

Monitor the hosting registration committee at national tournaments. 

2.3.6

Upon notification of any expenses occurred relating to NSAD Championship teams, prizes, fees, and/or etc, a check must be mailed within 30 days.

   

2.4       

The Softball Information Director shall:

2.4.1

Form and monitor reporting and statistics pools for covering national tournaments.

2.4.2    

Submit all game and individual statistical paperwork to the Secretary-Treasurer within thirty days at the conclusion of each national tournament. 

2.4.3

Serve as official liaison officer to the media and see to that an adequate coverage is provided for national tournaments through every possible media channel to the deaf public. 

2.4.4

Shall supervise the artwork necessary for national tournaments, such as tickets, posters, and flyers. 

2.4.5

Keep a complete and accurate record of all softball events held under the auspices of this organization and retain all official file copies for the NSAD permanent database system. (2007 Dayton)

2.4.6

Shall be responsible for all awards necessary for national tournaments and related events.

2.4.7

Preside at the Coaches’ meetings a day before the first tournament game. (2007 Dayton)

2.4.8

Shall be responsible for maintaining list of lifetime passes annually, submit an updated list to NSAD Secretary-Treasurer and to the host chairperson. 

 

 

2.5

The Tournament Director Shall:

2.5.1

Inspect and approve the hosting arrangements of national tournament facilities one year prior to the tournament date.

2.5.2

Make sure the site will be at various regions.

2.5.3

Contact the site's fields for the future and sign a contract with them.

2.5.4

Contact the site's Hotel for the future and sign a contract with them.

2.5.5

Shall submit the artwork for the flyers to the Executive Board for approval prior to distribution of the flyers to the public.

2.5.6

Shall supervise the field and equipments to be ready.

2.5.7

Shall be in charge of program book advertising, trophies and souvenirs.

2.5.8

Shall supervise the admission people.

2.5.9

Shall select the Liaison officer at the tournament site.

2.5.10

Shall schedule the tournament games.

2.5.11

Shall schedule the umpire.


 

Section  1    

EXECUTIVE BOARD

 

 

1.1       

The members of the NSAD Executive Board shall consist of Commissioner, Deputy Commissioner, Treasurer, Softball Information Director and Tournament Director.

 

Section  2    

AUTHORITIES OF EXECUTIVE BOARD 

 

 

2.1

            The Executive Board shall be empowered as a majority vote of its members believed appropriate in event they have knowledge that the Articles of Incorporation, By-Laws, Rules and Regulations, or Policies have been violated, regardless of a lack of formal complaint from active or regional members of NSAD. 

 

 

2.2       

The Executive Board shall be obligated to immediately inform all regional commissioners of any such actions taken. 

 

 

2.3       

The Executive Board shall have the authority to appoint another person to fill an unexpired term for any NSAD officer position which becomes vacant for any reason, except for the office of NSAD Commissioner. 

 

 

2.4       

The Executive Board shall have the authority to remove from office, by a majority vote of the entire Executive Board, any officer who fails to do his/her assigned duties, or who by conduct tends to impair his/her usefulness as a member of the Executive Board. 

 

 

2.5       

The Executive Board shall meet at least two times annually to conduct the business of this organization. 

 

 

2.6       

The Executive Board may conduct necessary actions by electronic reproductive written communication methods in between its meetings, later ratified in subsequent organizational meetings for the record. 

   

Section  3    

BOARD OF DIRECTORS  

 

 

3.1       

The makeup of the Board of Directors shall consist of the Executive Board and the Regional Commissioners. 

3.1.2

In order to be elected as a regional softball commissioner, that person is encouraged to have at least 5 years service as a team member or umpire.

 

 

3.2       

The Board of Directors shall meet at least once a year to conduct business on national tournament and team registration issues in general. 

3.2.1    

One meeting shall be conducted during the Annual Softball Tournament and the second one shall be held six months prior to the said tournament, annually if necessary. 

 

Section  4    

SOFTBALL COUNCIL 

 

 

4.1

The NSAD Softball Council shall be represented by the Board of Directors, and Team Representatives.

 

 

4.2       

            The annual meeting of the Softball Council shall be held in the national softball tournament city generally follow a time schedule as described in policies .

 

 

4.3

For the transaction of business at the annual meeting of the Softball Council, a quorum, equal to one-fifth of the representatives, excluding the individual members, shall be required.

 

 

4.4       

Tardy representatives who arrive at each session more than thirty (30) minutes late shall not be privileged to take the floor for discussion of matters during the business session. (The Credentials Committee shall be responsible for monitoring and enforcing this rule.) 

 

 

4.5       

The Softball Council, during its annual meeting, shall be vested with the government and executive of the affairs of NSAD and by a majority vote may member its authority, in whole or in part, to the Executive Board.

4.6

The election and term of the law committee shall be prescribed for elections of the NSAD law committee by a majority vote at the annual meeting of the Softball Council with terms for these law committee for two years, commencing as of December 1st. (one resides in next years NSAD tournament site, two coach(es)/player(s), one female player representative, one male player representative and one minority player representative).


 

Section  5 

THE HALL OF FAME COMMITTEE:

5.1

The Commissioner shall select at least 3 people to serve on the Hall of Fame Committee.

5.2

The committee member (s) shall nominate any person (s) deserving to be in the Hall of Fame.

5.3

The nominee ballot shall be turned over to the Board of Directors and they will vote the most qualified person (s).

Section  6

The Bylaws Committee:

6.1

NSAD shall appoint eight (8) new NSAD members on Law Committee. (2007 Dayton)

6.2

One member shall be a male player

6.3

One member shall be a female player

6.4

One member shall be an umpire

6.5

One member shall be from a minority group (African-American, Latin-American, Japan-American, etc.)


 

Section  7
The funds from the ten dollar ($10.00) fee go to the proper funding group as listed below:
7.1
Five dollars ($5.00) goes to the NSAD General Fund (for the operating expenses, NSAD Officers' compensation, General Fund, clothing apparels for the NSAD Officers and NSAD Umpires).
7.1.1
One Dollar ($1.00) goes to the International Fund.
7.1.2
One Dollar ($1.00) goes to the Hall of Fame Fund.
7.1.3
One Dollar ($1.00) goes to the Umpires' Fund.
7.1.4
One Dollar ($1.00) goes to the Men's NSAD Championship Fund.
7.1.5
One Dollar ($1.00) goes to the Women's NSAD Championship Fund.

 

Rules & Regulations

 


ARTICLE ONE - ELIGIBILITY RULES

 

 

Section 1 

NO DISCRIMINATION   

 

 

1.1   

There shall be no discrimination toward any athlete because of race, nationality, sex, color, religion or creed.

 

 

Section 2 

TEAM ELIGIBILITY RULES  

 

 

2.1

All teams shall be represented by a state, county, city, or town as outlined in the membership requirements rules of NSAD By-Laws, Article 1, Membership.

 

 

2.2   

Each team's club shall be a member of the NSAD through its regional association as outlined in the By-Laws, Article One, Section 3 in order to participate in any of the current year's regional or national tournaments.   

2.3

NSAD shall allow Canadian Teams within boundaries to play in the regional tournament regardless of number of U.S. players playing on the team and be honored if they win the champion in their regional tounament. 

2.4

NSAD shall allow resident of Canadian, Cuban, Mexican and Caribbean players within time zone to play in the regional tournament as follow the Free agents rules.

 

 

Section 3  

PLAYER ELIGIBILITY RULES   

 

 

3.1 

Players representing a member club shall be deaf or hard-of-hearing and shall be bona fide members of their member club.

 

 

3.2  

A player shall have a hearing loss of 55 db or greater in the better ear to be eligible.  This rule is still subject to deliberation, therefore, not "fully implemented" or "subject to interpretation'.   

 

 

3.3 

Players shall have attended a school for the deaf, whether residential or day, oral or combined, shall give their regional secretary a copy of diploma, certificate, or any identified school document as well as audiogram for verification of attendance or graduation. Players who have attended a regular or mainstreaming school are required to submit an old or new audiogram to their regional secretary.    

 

 

3.4 

No hearing persons shall be allowed to play on any NSAD member club's team in any regional or national tournament. Teams desiring to have hearing coaches shall be permitted to do so.   

3.5

A player shall have valid Driver's License and/or good standing State ID.

 

 

3.6

A player shall not play for a member club outside the region of his/her residence.   

 

 

3.7 

Players under eighteen (18) years of age, shall submit a letter to their Regional President requesting permission to participate at NSAD Sanctioned events along with written permission from his/her parent(s) or guardian(s).   

3.8

Students attending post-secondary learning institute shall be eligible to play for a club's team as outlined in the Rules and Regulations, Article one, Section 3.5.2

3.9

WOMEN: A pregnant player shall be permitted to play only at her doctor's discretion and her signing a waiver form.   

 

 

Section 4

PROTESTS

 

 

4.1

Any protests regarding eligibility of any team or its players shall be made before the start of any regional or national tournaments.

 

 

Section 5

VIOLATIONS OF THE ELIGIBILITY RULES   

 

 

5.1

Any violation of these rules shall cause the member club and/or the player to be suspended for a period of two (2) years from the NSAD and their region. Regions shall be allowed to impose fines as approved by their Regional Board of Directors.

 

 


ARTICLE TWO - REGISTRATION

Section 1  

OFFICIAL NSAD REGISTRATION FORMS   

 

 

1.1  

The NSAD Treasurer shall supply each regional Secretary-Treasurer with a sufficient number of yearly dated blank official team's registration and waiver forms. The regional association or any member club thereof shall not be allowed to devise or make use of any other type of player's registration form as such shall be considered invalid.   

 

 

1.2   

A member club may be permitted to register more than one (1) team in regional or national tournaments.  

 

 

1.3 

The player cannot sign any forms other than the official NSAD Registration form (Yellow NCR paper). 

 

 

1.4 

All official player registration forms, team fees, and /or surcharge fees shall be received by the NSAD Treasurer from the regional Secretary-Treasurers no later than fourteen (14) days prior to the regional tournaments.   

 

 

1.5  

All Men, Women and Coed teams are required to participate in their regional tournaments if there are three (3) or more division teams before entering the National Softball Tournament.

 

 

1.6  

The team roster shall not exceed twenty (17) players, including the coaching staff.  (2007 Dayton)

 

 

Section 2   

REGISTRATION RULES   

 

 

2.1  

Each player shall sign his/her name on the date of signing on the official player's softball registration form and Athletic Liability Release and Waiver form between March 1st to July 1. Failure to date the signatures on both forms shall result in automatic suspension of the player and he/she shall be ineligible to participate in NSAD or regional competition during the applicable season. 

 

 

2.2    

All coaches and shall be responsible for the signatures and any other information of all players on any NSAD registration forms. Any athlete who has been abused, threatened or given intentionally misleading information by a coach or manager for the purpose of defrauding the player, the region of the NSAD or for personal or club gain, shall have the right to lodge a complaint in writing with the regional Secretary-Treasurer. Such individuals found guilt by the region or the NSAD shall be suspended for a period of not less than two (2) years.   

 

 

2.3 

A team member (player, managers, coaches, scorekeepers, bat person, and water persons) shall not register with more than one (1) team. Once registered, team members shall not transfer from one (1) team to another. If the team member signs a team member's registration form, this team member shall automatically be suspended form all NSAD competition for a period of one (1) year from the date of the second signature.   

 

 

2.4 

All team members shall have their own health and accident insurance.   

 

 

2.5    

If a player's name and/or his/her signature are determined to be forged on the official player's registration form, the team coach, player and/or manager shall be suspended from all NSAD or regional competition for a period of two (2) years.  

 

 

2.6   

All team members shall sign the Athletic Liability Release and Waiver form.  Failure to sign this Athletic Liability Release and Waiver form, shall make him/her ineligible to participate in NSAD or regional competition during the applicable season.

2.7

A team allows to add up to 3 players (12 players or less) before their regional and after regional tournament. ( Note: these signed players who withdrew from the team cannot play on the others teams.)

 

 


ARTICLE THREE - CONDUCTS AND SUSPENSIONS

Section 1

JURISDICTION OF NSAD   

 

 

1.1  

All team members who are participants or spectators, in any NSAD event of any NSAD tournament shall be subject to the jurisdiction of the NSAD and its regulations.   

 

 

Section 2

CONDUCTS 

 

 

2.1 

Team members shall conduct themselves in conformance with the tradition of NSAD athletics events at all times and in all places. Coaches and managers shall be responsible for the conduct of their teams.   

 

 

2.2 

Prior to the dismissal of a person who displays unacceptable behavior, the NSAD Executive Committee shall be authorized, directed, and empowered to observe, investigate, hear evidence and determine the facts involved in the violations of the rules of conduct, which are appropriate in the circumstances.   

 

 

2.3 

Any player or spectator who violates the rules of acceptable social behavior and/or regulations governing the use of properties, facilities in the state, county, or city where the athletic events is held shall be subject to the jurisdiction of the host city.   

 

 

Section 3  

SUSPENSION OF PLAYER (S)   

 

 

3.1 

Any NSAD team may make a request to suspend its former team member(s) from playing for another NSAD team when the team member(s) owes the former club and/or team at least one Hundred dollars ($100.00). All documents and written requests for suspension shall be sent to the regional Secretary-Treasurer.  The Secretary-Treasurer shall verify the documents and finds them to be in order, then the request shall be sent to the NSAD Executive Board for it final decision. Once suspended, the Team member(s) maybe reinstated upon the payment of the debt in full to the former club, and or team provided that copy(ies) of the receipt's) are furnished to the regional secretary-treasurer.

 

 

3.2 

Any team member suspended by his respective region shall be barred from participating in any regional for that period in which the suspension is in effect. Such suspension shall be reported to the NSAD Secretary-Treasurer within ten (10) days of the regional meeting and copies of the report shall be sent to each regional Secretary-Treasurer.   

 

 

Section 4

DRUG POLICY 

 

 

4.1  

Any person under the auspices of the NSAD who is caught with chemical-based drugs or illegal substances during any NSAD sponsored event shall be immediately banned from the premises and further banned from any association with the NSAD until cleared of such charges or as determined by the NSAD Board of Directors.

 

Tournament Policies


ARTICLE ONE - NSAD NATIONAL TOURNAMENT

Section 1

TOURNAMENT SITE   

 

 

1.1

Selection for NSAD National Tournament Site shall be decided at least four (4) years in advance by the Executive Board.

 

 

Section 2   

BID FOR ANNUAL NSAD NATIONAL TOURNAMENT   

 

 

2.1 

NSAD Member clubs desiring to bid for Annual NSAD National Tournament shall submit the followings:     

2.1.2  

Letter of affidavit from the Member club.   

2.1.3

At least 4 diamonds with lighted, and fenced fields.  The length of fenced fields shall follow the ASA, USSSA, or NSA rules for the National tournaments. 

2.1.4

A bid fee of five hundred dollars ($500.00)   

 

 

2.2 

If the member club is successful in its bids, the fee shall be kept by the NSAD; otherwise the fee shall be refunded without interest to the member club.   

 

 

Section 3

ANNUAL TOURNAMENT DATES   

 

 

3.1

The annual NSAD Softball Tournament shall be held during one of first three (3) weekends of August [before the Labor Day weekend.]  The exact dates shall be approved by the NSAD Executive Board at least one (1) year in advance and announced accordingly.

 

 

Section 4 

TOURNAMENT SET-UPS

 

 

4.1  

MEN:   The NSAD National Men's Softball Tournaments shall be at least 8 Team Slow-Pitch Double Elimination set-ups.

 

 

4.2  

WOMEN:   The NSAD National Women's Softball Tournaments shall be at least 8 Team Slow-Pitch Double Elimination set-ups.  

 

 

4.3 

 The tournament bracketing shall follow the USSA official brackets according to the number of team entries in the tournament.  

 

 

4.3.1 

Bracket pairings of the regional associations shall be on Wednesday prior to the National Softball Tournament.  

4.3.2

Once national tournament pairings have been made, approved and announced, no charges whatsoever shall be made to the brackets.

4.3.3 

Softball Information Director shall create large posters for the Tournament Bracket, at the Fields and as approved by Softball Tournament Director.    

 

 

Section 5

TOURNAMENT TIMES   

 

 

5.1 

The tournament shall begin on Friday of the said tournament dates.   

 

 

5.2

The completion of the tournament shall be planned for 5:00 p.m. on Saturday.   

 

 

Section 6

TOURNAMENT OFFICIALS   

 

 

6.1 

The tournament games shall be governed by registered USSSA umpires, who are certified and listed in the USSSA Softball Guide.   

 

 

6.2

Each game, with the exception of the championship games, shall be officiated by two umpires.   

 

 

6.3

Championship games shall be officiated by four umpires.

 

 

6.4 

Each game shall have a qualified official scorekeeper.   

 

 

6.4.1  

The NSAD Softball Information Director shall provide official scorebooks for the tournament games with the cost borne by the NSAD General Fund.  

6.4.2

The NSAD Softball Information Director shall obtain a pool of names of scorekeepers and spotters who are interested in working during the softball tournaments, They shall assign the scorekeepers and spotters to work for both men's division and women's division. Those scorekeepers shall be equally capable, and be assigned to both groups, and shall be rotated in assignments to games without regard to their personal preference as to which men's division or women's division to work.   

 

 

Section 7   

TOURNAMENT REGISTRATION FEES  

 

 

7.1 

The NSAD shall charge a NSAD registration fee of ten dollars ($10.00) on each ticket sold. Each function of the tournament is sold separately. The Admission committee shall also collect a registration fee of ten dollars ($10.00) from each player who registers for the tournament. 

 

 

7.2 

The total sum of all registration fees shall be remitted, in full, to the NSAD Treasurer together with a list of all such combination and individual tickets sold, including the participating players. The registration fees shall be applicable to all and collected by the admission Committee for each and every function sponsored by the NSAD during the days and nights of the tournament and also any party during NSAD Tournament.   

 

 

7.3 

For the convenience of the NSAD Treasurer, each and every variation of tickets sold by Admission Committee shall be numbered in sequence and shall be accountable upon request of the NSAD Secretary-Treasurer at the close of the tournament.

 

 

Section 8

NSAD EXECUTIVE BOARD'S EXPENSES   

 

  

8.1 

Transportation expenses of the NSAD Executive Board to the NSAD Tournament Site, in the form of the lowest applicable round-trip airfare, shall be paid by the NSAD.    

 

 

8.2

NSAD Softball Tournament Director shall make sure a suite room for the NSAD commissioner and 4 rooms for NSAD elected officers.

 

 

Section 9

TOURNAMENT COMBINATION AND SPECIAL RATE COMBINATION TICKETS 

 

 

9.1  

The NSAD shall provide complimentary combination tickets to the actual number of participants, up to seventeen (17) registered team men and women players, manager and coach of each regional championship.    

 

 

9.2  

Special-rate combination tickets shall be sold to team members, up to seventeen (17), of the regional invited teams and NSAD lifetime pass cardholders.

 

 

9.3

Special-rate combination ticket shall be twenty dollars ($20.00) per lifetime pass cardholders.

   

9.4

Lifetime passes good for all tournament functions except Hall of Fame breakfast or luncheon shall be awarded by the NSAD to following individuals:
a. Members of the NSAD  Men's and Women's championship team who have actually participated in the NSAD tournament. (limited to 17 team members per team).
b. Past NSAD Commissioners automatically and other NSAD past officers who have served more than four (4) continuous years on the NSAD Executive Board.
c. Past chairperson(s) of national softball tournament to receive a Lifetime Pass for their services in hosting the NSAD softball tournament.

 

 

Section 10

Team Representative ' MEETING    

 

 

10.1

The Team Representative of all teams entered in the NSAD Softball Tournament shall meet with the NSAD Deputy Commissioner at the discretion of the NSAD Executive Board at an appropriate time
